Failover according to Meraki MX WAN LOSS threshold

Hello. We're currently running Meraki, and there is an issue we found. As far as I know, MX failover is automatically activated when the WAN is disconnected. If WAN Loss reaches a certain threshold, can't you force failover to Unit 2?  Thank you.
