Cisco 1232 transmit power settings

I am trying to configure an access point for indoor use in US. I would like to have the A radio set to 50 mW and the G radio set to 30 mW to get similar coverage pattern. However, the A radio keeps going back to 11 dB or 12 mW. I am using a Cisco 1232AG-A-K9 running 12.3(7) JA2.

There is a list of A radio channels and what power settings can be used for the particular channel you are using.

The maximum legal transmit power is greater for some 5-GHz channels than for others. When it randomly selects a 5-GHz channel on which power is restricted, the access point automatically reduces transmit power to comply with power limits for that channel.
