Outbound Fax via AS5850

We have built a SIP based IVR application that also sends faxes via t.38. We are getting about a 45% success rate. We also can not train at v.17 only at a slower speed. I have my input gain and output attenuation set to be -3 +3 repectively. I thought maybe the levels were to low to get a good fax transmition. Am I all wet or should I give that a try. Below are my fax setting. Any help would be appreciated.
