Cisco 7940 & 7970 ip phones using IP trunking

Since we implemented IP trunking between sites, call from users using Cisco Call Manager 4.0 when dialing from a 7940 or 7970 phone, are not reaching voicemail when dialing our Worcester site. If they call from 7902 or 7912 they will reach the voicemail system on an avaya pbx. 3 sites - Manchester - Cisco phone system. Boston and Worcester - Avaya PBX with the voicemail system being in Boston. All calls from Manchester are routed thru Boston before getting to Worcester. So for internal dialing in Manchester, user dials 7 then the 4 digit ext to get to Boston or Worc. If the users in Worcester does not answer the call is suppose to go back to the voicemail system in Boston. Users dialing from 7902 and 7912's will hear the voicemail message and are able to leave a message. Users using 7940 and 7970's do not hear any message, they get dead air, but if they wait 15 seconds and start to talk, they will be leaving a message
