Is there a way to display caller ID name incoming in a facility IE on a PRI from carrier on an IP phone? The gateways are 3845 and 28xx running 12.4.9T, configured for h.323.

I don't believe that CCM supports Calling Name in Faciltiy IE with the H.323 gateway. You will need MGCP.

For the Caller Name you must have this feature with your TELCO, he must send you this
information, it sends the info either in Facility IE (you see an hexadecimal number in the GW debug) or in Display IE (you see the actual name in the debug). If you are using MGCP it is supported to have configured Facility IE or Display IE, if you are using H.323 you can only use Display IE.
So to make this work you need to change to MGCP or ask your Telco to send the Caller Name in Display IE.
