I was wondering if a free simulator or emulator exists and where to find it. Could be usefull to test commands before activating them in a conf...

No it doesn't, this subject is about a ccne certification on linux plateform. I'm seeking for a true emulation of a cisco IOS to test commands before adding them to my routers or switch.

There is such thing. It's a programme called dynamips, google it dynamips-0.2.4-cygwin.zip and with this, you can load a complete IOS and test whatever you want
