VOIP local breakout over ISDN

I am unable to do a local breakout from a voip phone using a "9", I always get the BT message "the number you have dialled has not been recognised".

On the BRI channels I have the following messages

*Feb 13 17:30:18.329 GMT: %ISDN-6-LAYER2DOWN: Layer 2 for Interface BR0/2/1, TEn

*Feb 13 17:30:18.337 GMT: %ISDN-6-LAYER2DOWN: Layer 2 for Interface BR0/2/0, TEn

*Feb 13 17:30:18.357 GMT: %ISDN-6-LAYER2UP: Layer 2 for Interface BR0/2/1, TEI p

*Feb 13 17:30:18.365 GMT: %ISDN-6-LAYER2UP: Layer 2 for Interface BR0/2/0, TEI p

Please any ideas???????????

What do you mean by breakout?

Please post output of debug 'isdn q931' and 'term mon', make sure the output is not truncated like in the above.
