If you have 2 WLC running at HQ and 35 sites with a few AP's running H-REAP and need to add more sites with approx. 8-10 AP's at those sites is another controller needed at those sites that will have 8-10 AP's?

According to Cisco documentation H-REAP only supports 3 or fewer AP's per remote site.
The original limitations on REAP were just based on traffic measurements (delay, jitter, loss, MTU, etc) and not on a specific number of AP's per site. There was a "recommendation" not to exceed 3 per site...
Somewhere between REAP and H-REAP the "recommendation" became a design requirement.
Bottom line, if you go over 3 APs at a remote site, plan for a local WLC controller.

As of 4.0.206.0, we support up to 8 HREAP per site. So if you only need 8 AP's you could get away with doing HREAP, if you need more than that, you would need to get a controller for the site.
