With the upcoming change in the daylight savings time dates do I need to enter the new command clock summer-time CDT date 11 march 02:00 4 november 02:00 on all my devices in Austin or can I just enter it on my ntp server?
You have to enter the commands on your routers. The NTP server will provide UTC time, but it is up to the NTP clients to localize that time for their timezone.
