csim failure

I'm having trouble with a router. I can't use csim to dial out. The command works, it seems, but I get a message like this :

csimSetupPeer call setup err rc(-5)

The router is registerd to Callmanager (SRST) and callmanager can make calls through it without problems. However calls from the router itself or from local registered ephones(callmanager failure) do not work.

The settings between callmanager and the router are the same for the voice port.

PRI, B8ZS, ESF, 24 chan, DMS-100 switch.

I'm out of ideas... any thoughts?

Do you have the "ccm-manager fallback-mgcp" command?

Yes this command exists in the config.
