We are facing problem at our gateway router that some of ARP entries remain in Incomplete state. Upon debugging ARP packets we found the following message "IP ARP: sent req src 192.168.1.1 H.H.H ,dst 192.168.1.10 0000.0000.0000 FastEthernet0/1/0

13w6d: IP ARP throttled out the ARP Request for 192.168.1.2 ". If I do clear arp-cache at internal router i.e 192.168.1.10 then ARP entry completes at Gateway Router.What is the possible cause of this behaviour ?
