ISR's and Management, Separation of Duties

I watched a techwebcast this morning on "empowered branch" and Integrated Service Routers, and while I am intrigued by the concept of the integrated device including routing, switching, firewall, IDS/IPS, etc, I have reservations and therefore questions.

As a network person turned security person, I believe in a separation of duties. IOW, the person responsible to keep packets flowing should be separate - though teamed - with the person who's responsible for keeping them flowing in a secure manner. When you combine them, security that takes a bit to work out will always be compromised to "make it work".

Does ISR, or perhaps IOS, provide enough granularity, or RBAC, or ... to keep the management of those bits separate even if the functions are integrated?
