How do you measure your network performance?

How do other Networking Professionals out there measure their network performance? What tools are being used to measure up time, down time, latency, system access? What do you measure and how often? I know that I am not reinventing the wheel here, there must be standards out there that produce results that in which you can improve your over all network availability.

The end result is to increase network availability to the entire company.

So how to I measure what the network availability is today and how can I improve it.

I measure network devices CPU, Memory, Interface Bandwidth, Latency, and Interface Error overtime by using Cricket http://cricket.sourceforge.net/ and or MRTG http://http://oss.oetiker.ch/mrtg/

For Uptime/Downtime I use WhatsUp http://www.ipswitch.com/Products/WhatsUp/. The WhatsUp can page, email, or sms the engineer.

I also use Kiwi Syslog http://www.kiwisyslog.com/index.php to capture logs.

All these are important to measure performance overtime and historical data to work for when troubleshooting.

Don't forget to keep a document for the measurement of Mean Time Between Failure (MTBF) for each device :)
