Two chances:
If you have local login enabled (check box option), you can log in to the server locally and go to http://127.0.0.1:2002 which bypasses the username password routine.
If you're using 4.X and know the encryption key on your database you can look it up locally.

remote desktop into the ACS server. Type
regedit and go into the following location in
the registry:
HKEY_LOCAL_MACHINE\SOFTWARE\Cisco\CiscoAAAv3.3\CSAdmin\Administrators
and delete all the administrator accounts from there.

Hi,
IF you are using ACS 3.x then in the registry change the value of :-
HKEY_LOCAL_MACHINE\SOFTWARE\Cisco\CiscoAAAv3.3\CSAdmin\Security\allowAutoLocalLogin
to 1. Then login locally using 127.0.0.1:2002 and change the admin password.
or
Delete the Admin accounts as David mentioned in the previous post.

if you have a Solution Engine (ACS SE)
you need the recovery cd to reset the admin account !!!
