If I wish to have an acl to prevent a specific vlan from talking to others, on what interface do I apply the acl. do i apply directly on the outgoing on the vlan interface i wish to restrict?

you can use VLAN Access-list.

If you are looking to restrict one vlan talking to a lot of other vlans then your best bet is to apply the access-list on source vlan (ie the one you want to restrict traffic from) in the inbound direction.
Outgoing traffic on a vlan interface is traffic going to one of the machines on that vlan. Inbound traffic on a vlan interface is traffic originating from clients on that vlan.
