Hi all, can anyone tell me with ospf, do all the routers report to the DR if an interface is down etc and then the DR tells all other routers by using the 224.0.0.5 and 6 address ?

Hi Carl,
The address 224.0.0.5 and 224.0.0.6 is used by OSPF to exchange link state information. This is done by the DR router which informs all the other routers about any link state change.
If you have asked if there is a network change does the DR tell the router about it, the answer is yes.

if there is a change in the network topology then the Drother(s) (non DR/BDR) wil send an update to the DR/BDR. These are listening
to the address 224.0.0.6 and then the DR will send this same update to the BDR and the Drother(s) using address 224.0.0.5
