E1 configuration problem

Hello I am trying to configure a WAN link using a E1 MFT VWIC2 on a router 3725 when I try to configure the second E1 tyo establish a PPP Multilink I gethe following error message:

%Insufficient resources to create channel group

er-cumana1(config-controller)#

*Mar 9 19:40:56: No Free HDLC resources (0)

I tried to upgrade from 12.2 to 12.3 version cause I only have 32 Mb on flash and 128 on RAM. Not enough to get a 12.4 IP VOICE version.

What do you suggest to solve this issues??

Is there a version that I can use to get both e1 up?

When independent clocking is configured, the controller will support only one channel group. If more than one channel group is configured, the following error message occurs "%Insufficient resources to create channel group"

Router(config-controller)# clock source {line [primary | hits] | internal} [independent]
