Can anyone tell me the simplest way to restrict Ciscoworks privileges. I do not want CW to have the ability to enter global config.

The easiest way in that situation is to integrate LMS with ACS. ACS can control the privileges that a user from CiscoWorks has when entering a device based on its device login credentials.
