Wireless billing over VSAT

I have two wireless mesh network in two different cities. The two cities (A&B) have VSAT connection to the Internet, and they have ping rtt of 560ms to yahoo website. I have a third party billing system at city A, can I use the same billing system for my wireless network in city B considering the return time of 1200ms between the cities. City A network has Internet bandwidth of 12Mbps while city B has 1Mbps. Your suggestions will be highly appreciated.

Since site B has same ping rtt as Site B at Lower Data rate i feel it would be logical to go for Site B billing.
