CCM 4.2(3)SR1, 7961 phone (sccp41.8-0-4SR2S) - video enabled

CUVA 2.0.2.0 works on net (as expected), but the phone will fail making off net calls until CUVA is closed and the app is completely exited. Is this normal? If you dial the number, the phone goes through all of the digits then disconnects without ever setting up the call.

I had the exact same problem. See the link below:

The short version of it is, go to your voice-gateway, go to voice-port config for your PSTN trunk and enter bearer-cap speech. This should get you rolling.
