Dial Backup configuration on 831 routers

We are using 831 routers for our field offices which utilize ADSL, SDSL, Cable and MIS T1 connections. The 831's also have USR modems connected to their console ports when we need to dial into the routers for reconfiguration or troubleshooting. We are looking to configure the 831 routers with dial backup for when their primary connections are down. I found a Cisco 831, Routers Software Configuration Guide and it explains that the 831 router dial backup works only with PPPoE and Dialer Watch. This would possibly cover only some of our offices and not all. The questions I have are how to get started, are there any more examples or any other methods using only dialup/PSTN. Our company does not want to use ISDN. Also is there a way to configure the 831 so that it could dial into a VPN concentrator to get a connection much like our remote users that dial in from their POTS lines?
