Calls not dequeuing to Agent w/multiple skills

Customer has 2 CSQs - Apples_CSQ and Oranges_CSQ.


Agent is assigned Apples_Skill(5) can receive calls for Apples_CSQ


Agent assigned Oranges_Skill(5) can receive calls for Oranges_CSQ


Agent assigned both Oranges_Skill(5) and Apples_Skill(5) is only receiving calls for Oranges_CSQ and not receiving calls for Apples_CSQ - callers remain in queue until abandoned or the Agent is removed from the Oranges_CSQ


I can't figure this one out.
