over configure PQ bandwidth

We have a redundant/load sharing path for the calls. In normal mode, each path carries 20 calls. If one of the link goes down, we'll need the other link able to carry 40 calls. Given the physical bandwidth is big enough, is there any worry that I over configure the PQ, say I will configure PQ for 40 calls? I think it should be ok since the PQ bandwidth will not be wasted even there is no voice traffic, the data will utilize it if data exceeds the cbwfq at some moments, right?

You are correct. You can configure the priority queue as large as you want. It will only be used when there's traffic to fill it. If there's only 20 calls worth of voice traffic the rest of the bandwidth will be available for the rest of your traffic.
