During the deployment of IPCC 7.0, I find AW/real time distributor can't start if only one-side router/logger are up. 'updateAW' reports real time feed can't activated. If central controllers run in duplex, no such problem.

I did some tests, set router/logger in simplex mode, then start logger, router, AW without problem. Only ICM configured in duplex but running in simplex, will see this problem. Is this by design?
