Voice ports don't go on hook

We have a remote office that has a 2801 with a 4 port and a 2 port FXO card for incoming and outgoing calls. These cards connect to a shared tenancy PBX managed by the building. A T1 connects the office to our other locations and the CCM 5.1 and Unity Express.

We had some difficulty getting the FXO ports to go on-hook after calls had ended until we set the Supervisory Disconnect. This seems to be resolved, except when a call comes in and traverses the WAN getting either the main greeting or a Unity mailbox.

If I use Show Voice Port Summary I can watch the calls come in and the port going thru ring detect and then going off hook. If the call is answered and then ended the port goes on hook quickly, if the call is not answered and Unity becomes involved the port stays open long after I hang up.

This happens often enough as to cause busy signals for inbound calls frequently.

What can we do to fix this?
