We have 8 Controller 4136 on network. Could Web Authentication to support roaming and failover multiple controllers?

I dont think web authentication with roaming is supported at this point. Everytime the client roams to a new AP connected to a different controller it has to authenticate with that controller.

When Wirless Client roam from one to another WLC, Client must login again !!
