You mean PRI, not BRI. Are you running CCME or CCM? if the latter, are you using H.323 or MGCP?
What is the complete IOS version as in "show version", 12.44 does not exist ?
When the call comes, do you see the calling number on the phone screen? Can you relate the calls to a particular time, called extension, or traffic condition?

There are 2 ISDN'S conected to 2 BRI interfaces.
We are running CCM.
IOS Version 12.4 (4)T6,)
Calls appear on any telephone at any time.
We use MGCP.

Ok, you have BRI with DID. I can't help much since you use CCM. But if you do "debug isdn q931" and "term mon" you can check if these calls are coming from outside, and from/to which numbers. You can leave the command on all the time if you want.
Hope this helps, please rate useful posts!

We also just deployed a 2851 router to our remote location. The setup includes a frame relay circuit with ISDN as backup. I ran into a similar issue where there was calls iniating by the router. Try back revving your IOS to 12.4.3e, this took care of the issue for us.

Has anybody found a specific Cisco bug for this?
We had a similar problem. Downgrading from 12.3(11)T11 to 12.3(11)T10 fixed it.
