If you have a frame-relay circuit with a port speed of 1.544Mbps and a CIR of 192Kbps, will this circuit burst to the port speed?

Yes, show frame-relay lmi would show the CIR of every DLCI if the lmi type is Cisco.

As far as how much you are allowed to burst up to is something that you need to check with your provider.

Yes if the ISP has configured the excess burst.

192K CIR for a 1544K pipe seems to be very less though

Also, how can you tell what the CIR is by the router configuration?

Since the CIR and the burst parameters are configured in the Frame Relay switch there is not any way to look into the router config and find either the CIR or the burst capability.

Depending on the type of LMI being used you may be able to find the CIR that is configured. The Cisco type LMI has a field which can report the CIR.
