Theoretically Speaking, Can I build my entire OSPF domain using OSPF VRF process instead of regular OSPF process?

MPLS makes the transport of VPN traffic a lot more scalable as the multiplexing/demultiplexing of different VPNs is achieved via the VPN label.
Without MPLS, you would need to configure a separate sub-interface on each core link for each VPN, which would make it hard to scale and a nightmare to provision unless the network was very small. This also entails that your core interfaces would be required to support some sort of multiplexing/demultiplexing functionality (ATM, FR, DOT1q, etc).

Yes you can, you will have to define VRFs
on all involved routers and place participating interfaces into this VRF.

That's without running MPLS right? Why does ISP needs MPLS to transport VRF routes? It is possible to propagate routes via VRF routing process in the provider core without MPLS, right?

The setup I mentioned doesn't require MPLS,
and yes you still can transport VRF routes
across the provider backbone however for that
to happen all provider's routers should be
VRF aware of that specific VRF you use for
a customer, which is extremely difficult to
accomplish when we're talking about hundreds
of customers.
