Terminating VoIP Calls to te PSTN

Does anyone know how I can terminate VoIP calls to the PSTN withouth having to go through one of the major carriers like Verizon, AT&T or Qwest? I have a customer looking into providing VoIP Service to consumers in a similar format to Vonage (minus the lawsuits). I know I can terminate the calls using one of thh big players as a hand-off point. I am hoping there is a way t do it similar to a peering agreement for ISPs. Charges based on usage is fine. The major carriers want a per number/per month charge and that of course will bite into the profits.

Yes there are many of what we call ITSP (Internet Telephony Service Provider) around. Few names springs to mind, sipdiscount.com, voxbone.com, these are European, I know there are many in the US, somewhere on the web you can find lists and user feedback too.
