ISDN is backup, running on OSPF. Currently, once i shut down the serial link, all the route learn via OSPF, I can see the ISDN is up and OSPF is establish during the test, but unable to learn all the route, feel something wrong with the configuration. Please advise.

Are you saying you learn some routes, but not all routes? We'll need much more information than this. You'll need to provide:

show ip route x.x.x.x on side that has the route

show ip route x.x.x.x on side that has no route

show ip ospf neigh

show ip ospf data for route that is not present
