We are trying to write a tcl script in one of the 7600 router and in that process , we were not able to find the procedure subcommand,is that something we have to perform before seeing the proc command under the tclsh mode ?

Use the scripting tcl init command when you want to predefine Tcl procedures to run in an initialization script. The initialization script runs when the Tcl shell is entered and saves manual sourcing of the individual scripts.Refer URL
