I want to accomplish the following.
1. somebody dial 3931
2. CFB/CFN=forward to Unity Call handler CH_Test1
3. Press 1, transfer to hunt group '1402'
4. If nobody answer by the hunt group member, direct to '3931's voice mail
5. From '3931' IP phone, should be able to access her personal voice mail
I cannot translate the calling ID (fwd number) to kick the Unity call handler. please guide me how to,

I'm not entirely sure I follow your call flow but I _think_ the problem you are trying to resolve is in step 4. When the call forwards back to Unity, I'm guessing the redirecting number shows up as 1402 and you want to route this to the greeting for Test1 subscriber. Since Test1 already has extension 3931, you could add 1402 as an alternate extension. With this, the default Attempt Forward routing rule in Unity should send calls with redirecting number or 3931 or 1402 to the greeting from Test1.
Does that make sense? Or have I missed your issue entirely?

Thanks Eric,
Actually, step4 is okay by rule 7 in the translation rule but my problem is Step2. I want to associate CH_Test1 to 1403 by manipulating the forwarding ID. that's why I configured CFB/CFN to 1403 instead direct to 1001.
