Can i use a range of IP on outside interface of pix firewall, and inside host to use one of them randomly? to use PAT on this range?

hello,
yes that is possible.
global (outside) 1 172.16.1.1-172.16.1.20
all inside host will use one of the above defined range ip addresses randomly as they will access outside.

Yes, this works on both V6 and V7 software.
It doesn't allow for over subscription on the pool so isn't really PAT but more NAT. But that is just splitting hairs.
