7970 - 7971 ip phone user preferences contrast

Running device pack 43 and call manager 4.13sr4d. On our7970 and 7071 phones, under settings, user options, the CONTRAST label is dimmed out (not active here). Any reason for this? I have users that want to adjust the contrast on their phones and cant.
