I am having trouble with a PRI making outbound local 7-digit calls. I have a PRI connected to ccm with MGCP protocol. I can dial 10 digit (area code plus number) fine, but am getting rejected when using 7.
According to Telco, I should have the ability to dial either / or. Any ideas?

Do you have a route pattern in place for 10 digit such as 9.[2-9]XX[2-9]XXXXXX and are you stripping the 9 before sending the call?

I was using the 9.@ pattern. I created a 9.[2-9]xxxxxx pattern for 7 digit local and it works.

For 7 digit dialing to work with 9.@ patterns you need to add a route filter which has the clause "local area code does not exist". This will prevent 10 digit dialing so you will need to add another 9.@ pattern or a similar route pattern with wildcards.
