Is the switch in the rommon mode ? can you login to the console and let us know the status ?? Attached a URL which gives some basic info on troubleshooting these switches..
It is a working switch, the only problem was that one of the three cooling fans was not working and I replaced it with the new one, and after that when booting the status is orange, power is green and RPSU green.
