call fallback active problem

PBXA-PRI-2851---IP-----2851-PRI--PBXB.

Calls between two PBX are fine with this setup. Then I tested the busyout monitor probe IP, which requires call fallback command, so taht when IP down PBX will re-route call to PSTN automatically. However as soon as I added call fallback active, call not working anymore. Debug voip ccapi inout shows H323call setup just does not receive on the other router at all. Has anybody seen this before?

have you configured the parameters ?

call fallback threshold delay loss

call fallback threshold icpif

These have no default values so I guess unless configured properly the effect would be to block all calls.
