Does anyone know if changing the cluster Id on callmanager requieres are reboot
or a callmanger service restart.

There is no need to reboot or restart any service for this change to
take place. You can verify the cluster ID by looking at detailed CCM
traces and searching for CLID::

How do you reset the cluster ID in CM?
