CME / CUE - Go to menu if operator does not answer

I have a customer with CME 4.0, CUE 2.3, about 100 users. They would like to do the following for their main AutoAttendand::

1. During business hours, ring operator. If operator does not answer in 3 rings, go to menu

2. After hours, go straight to menu with no delay.

Is this possible to do this in CUE scripting, or do I need to setup a Hunt group in CME?

I have this problem too.
