I need forward ICD Agent to one cell phome, but the system not work, since the call returns to the queue

IPCC Express does not allow you to control external devices (Remote phone), you can do this with IPCC Enterprise.

What you can do is in your script and have the script redirect the call to the call to the cell phone number.
