Hmm, I am experiencing the exact same thing. ALL our phones load it slowly now, across all sites. It did seem to occur recently, but I cannot verify it was when the DST fix was applied. It certainly could be at that time, but it also might just be a coincidence.

I also have a department that is loading fast dials slowly now, although it loads just fine for me, so that could just be a congestion thing.
