vlan interface administratively down

I just created a vlan, assigned it to a port on our 6509, assigned the vlan an ip address and when i shoot the command, show int vlan 31 it says that the vlan is administratively down. I can't figure out whats going on here? i issued a no shut, to no avail.

For the VLAN interface or the SVI to come up, you should have atleast one port connected to that VLAN or you should have a trunk configured in that switch

will it not come up if stp does not exist on the vlan

Try connecting some device/PC to the VLAN Port & can you please check the same.

Thanks guys for your help, I got stp going on the port. after a few seconds for propagation im sure, it came up

You mean to say you had disabled STP on the switch?

no, but it wasn't showing for that vlan interface

You need at least one active interface on that vlan , whether it is a user pc or just having the vlan included in a trunk in order for the layer 3 SVI come up , this due to the autostate function of the switch . Make sure the layer 2 vlan is created with the show vlan command.
