You would require either advance Ip services, enterprise services or SP services feature set in the IOS for BGP support.

BGP support was included even in the advance security feature set begining from 12.4

HSRP is supported in almost all releases.

You should try to use the latest IOS image as it has more bug fixes.

12.4.13b is the latest available on CCO for 3845 routers
