For some reason one of my subscribers is unable to forward voicemail to another subcriber..

Can you give us more info? What happens when they attempt to forward the voicemail? Is this voicemail only or unified messaging?

I actully find the solution, after digging on unity. and using moh tester.
aPARENTLY THIS HAPPENS WITH THE PERSON CREATING THE EXCHANGE ACCOUNT
DOESNT SELECT
ALLOW INHERITANCE
after doing the following task it could take sometime to propagate.
To resolve issues with user unable to forward messages (getting
unavaible to comple call and hang up)
Log in to unity with unityinstall account user name
Go to Active Directory Users and Computers (microsoft exchange)
Go to view and select (advance features)
otherwise you wont be able to see the security tab once the user has been selected
Then select the domain Look for the user having the problem)
Select user having problems with
go to (security tab) then select ADVANCED..
Then select
Allow inheritable permissions from the parent to propagate to this
object and child objects....
click apply
then click ok
AFTER this go to either the command prompt and type
D:
cd commserver/techtool
dohproptest -a password XXXX
select mailusers
select the user having problem with\
then click LOGOUT USER (u should see mailbox disabled)
then select GET USERS MAILBOX BUTTON
CLICK OK
