We config the vlan on 7301 router. however, it does not work. The config is following:

The Gigabit interface is seen to be in a down state.
Can you confirm whether a cable is connected to this port.
The vlan must have been created in a switch and the 7301 is actually configured for the SVI (router on a stick)
