Insertcdr.exe in CCM 4.1(3)sr4d causing CPU Spike

Hi,

Have a 4.1(3)sr4d system and the insertcdr.exe service was spiking the CPU. I had to stop and start the service to clear the CPU spike.

All the CDR folders are empty on the publisher and CDR enable set to true and records inserting into the database fine.

I found bug id CSCsh27547 which seems to match part of the behavior, because lsass and dllhost also had high cpu usage at the time.
