Router boot statements - causing router reload?

I tried upgrading 5400 router with the 12.4(10) version and realised that I had the bootloader statement configured before the boot system statement. Would this cause the router to constantly reload?

I tried taking out the line cards and found the router is still reloading

The order of the statements would not have any impact. In fact no matter which order you enter boot system and bootloader commands, the IOS will put them into the order that it wants.

My guess is that there is some problem with the image that you loaded. Can you capture and post the console output from the router as it is booting? This might give us more insight into what the problem is.
