Telnet session from ONS15454

Please could you tell me if it is possible to telnet from an ONS15454 TL1 session to another Cisco device (IOS router). If it is then what is the format of the TL1 command string.

ONS15454 supports TL1 connection.

The question shall be: do "other Cisco device" supports TL1 connection?

If so, please refer to a generic TL1 manual.
