Catalyst 2950 - throttles and ignored

I have many throttles and ignoreds packets in VLAN 1 and ignoreds packets in the interface who is in STP Blocking state.

The latency increase in the network and when I ping the interface VLAN 1 I receive response at more than 500ms.

I did put sniffer in the switch and verified that have no loop.

I need help to resolve this problem

Let's check the cpu utilization.

CPU utilization is normal (10%).

I've the same problem too. I did a test ping a laptop on the access-port on the switch and the ping was sucessfull, but when I try to ping management vlan it has a high latency and packet loss.

Tests did:

no loop;

no stp recalculation;

Management vlan and access-vlan are diferent thant vlan 1;

No high cpu;

no memory issue;

I see: throttles , ignored packets;
